The reason that you couldn't find details is that the conf file process
is handled by dpkg, rather than apt or update manager. Hopefully the
details in the link clear things up.

If you're impatient what you want is:

apt-get -o Dpkg::Options::="--force-confdef" -o Dpkg::Options
::="--force-confold" dist-upgrade
