ia32-libs is a legacy transitional package.  No one should be depending
on it, and the solution for not installing a bunch of unnecessary
libraries on a server is to not use this metapackage.

Use a 32-bit package for whatever software you need, which will pull in
the 32-bit libraries it uses directly instead of via ia32-libs.  Or if
you have an application that isn't packaged, you can still select the
libraries you need one-by-one to install the :i386 versions of the
libraries.
