I recreated this on a freshly installed Saucy system and look at /var/log/apt/term.log and /var/log/apt/history.log the installation process seems to have finished although there is still an update-manager process and an aptd process running. There is also a defunct [debconf- communi] process.
I ran 'aptd -d' and experienced the crash in bug 450662 which then killed? / stopped the aptd process.
