Please sync python-repoze.lru 0.6-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge from Debian unstable. Remaining changes:
    - debian/rules: Run test during build.
    - debian/patches/fix-lp-tests.patch: Enable test during build.
The delta is no longer necessary because Debian now runs the test and accounts 
for the ones that fail in the buildd.

python-repoze.lru (0.6-3) unstable; urgency=low

  * Add patches that mark 0.1s timing tests expect failure, as python
    sleep can complete before requested time elapses.

  * Team upload
  * Add python3 package (Closes: #714784)
  * Bump debhelper to 9, standards to 3.8.4
  * Install upstream changelog under proper name
