My problem is very similar to yours when you have kded off. The only differences are that I have kded running, and media:/ shows all of my drives, except any flash drives I have plugged in. However, like you, I do get a new device in /dev and no popup.
Perhaps this isn't a bug, just something I broke, but I'm not sure what I could have done to break it.
