It's been implemented in the network manager itself, but it's not in the applet 
yet. In the meanwhile, you can use nmcli utility to create the AP.

If it doesn't work, check the logs for any error messages from wpa_supplicant: 
it may have been built without AP mode support. That flaw is currently present 
in all Debian variants (stable, testing, unstable). I don't know how things are 
in Ubuntu 13.04.
