This issue is really easy to reproduce: 1. Boot the kubuntu live cd. 2. Pick Deutsch (German) as the language and proceed through the installation. 3. When you get to the keyboard selector, select Switzerland in the language drop down. This is also reproducible on Kubuntu Saucy alpha 1.
