@Kai, The cgroup protections are implemented by libvirt without qemu's knowledge. By using the qemu monitor to attach the devices you are bypassing libvirt, so it has no chance to give the qemu process the needed permissions.
Please try using 'virsh attach-device' (see 'virsh help attach-device' for more information).
