Public bug reported:

I am trying to test the Radeon driver with a precursor to switching to
XMir then Mir, but am unable to get into any kind of Graphical Desktop
without using the FGLRX Drivers.

When I purge these from my computer and reboot the computer hangs after
the Ubuntu Loading screen and I have to CTRL-ALT-DEL to reboot, no other
key combinations appear to work.

I can then reboot into Recovery Mode and reinstall the drivers.
