I'm using Ubuntu 13.04 and this problem seems still seems to be around. If I run dia from the console I get a dead icon saying "Loading...". The icon's context menu (e.g. Quit) does not affect the running program. Dia has another icon which is correct. If I pin that to the launcher it will not start dia on click.
