This one affects me as well. Specifically, I'm in need of the change noted above:
"libjs-jquery package should be marked Multi-Arch: foreign (Closes: #676838)" debian libjs-jquery version 1.7.2+debian-2. (Without this fix libexif-dev:i386 cannot be installed in 13.04 amd64).
