This bug is still present in 13.04 - and should probably be renamed/reclassified to something along the lines of 'close lid do nothing settings are ignored'.
Power Settings for both battery and plugged-in are set to 'do nothing' for 'when the lid is closed' but my monitor still turns off on lid- close; prior to disabling locking in Lock & Brightness, I would also be prompted to re-login - _something_ is happening as opposed to _nothing_.
