Doug R, there is an SRU for Raring addressing your problem which still needs verification and the original poster simlply never verified the SRU. So I ask you to verify it.
Follow the instructions of comment #20 of bug 1108719. The package to be tested is http://launchpad.net/ubuntu/+source/cups/1.6.2-1ubuntu7. Please enable the -proposed repository for your Raring system and update, as described on https://wiki.ubuntu.com/Testing/EnableProposed. Then tell us in this bug report whether the new package fixes your problem.
