I can confirm this. I have the same problem, however I have some other
package:

mysql-server-5.5 5.5.31-0ubuntu0.12.04.2 instead of mysql-server-5.5
5.5.31-0ubuntu0.12.04.1

I have also running 1 ubuntu server ( also 12.04 LTS) with MySQL but
there is no problem.

The commands you propose are not working or there is no process of
mysqld.

Terminal output:

user@user-desktop:~$ lsof -i TCP:3306
user@user-desktop:~$

I also did ps aux | grep mysqld but no luck in finding a process except
for:

user@user-desktop:~$ sudo ps aux | grep mysqld
user 21506  0.0  0.0  13616   872 pts/0    S+   19:41   0:00 grep --color=auto 
mysqld
user@user-desktop:~$
