Tested the test kernel at
http://people.canonical.com/~apw/lp1188647-saucy/ and verified that:

1) Booting with intel_pstate=enable enables the intel pstate governor, and all 
the badness that came with it.
2) Booting with no kernel arguments disables the pstate governor and lets me 
use ondemand again.
