I rebooted today, and now it works: the USB drives are instantly
recognized.

That suggests that some process that should normally be running had
crashed when I tried this yesterday (or the system was somehow in an
insane state, although there was no other indication of this). I wonder
what I could have done to fix this problem without rebooting. This being
Linux, it seems like there must have been some way to do that, but I've
no idea what it might have been.
