fakeroot-ng fails with 'Operation not permitted'.

To replicate:

amb@alex-test:~$ mkdir -p foo2 ; FAKEROOT_TMPDIR=`pwd`/foo2 fakeroot-ng -l z 
echo hello
amb@alex-test:~$ cat z
Debugger started
Could not start trace of process 26862: Operation not permitted
Begin the process loop

Expected result: the word 'hello' is output, and the log shows the
fakeroot working

Actual result: no output (as the 'echo' process is not started), and the
log shows 'Operation not permitted'.

Stopping apparmor (the normal candidate) does not appear to fix it.

fakeroot-ng runs OK as root, but that rather defeats the object!

The FAKEROOT_TMPDIR variable is set because otherwise it runs in to the
problem (documented in the manpage) about files in /tmp not being
executable.
