Do you you refer to the 4.3.10 upstream release or the 4.3.7-1 Debian package when you talk of "current version"? To which changelog entry or commit do you refer when you write "The bug is fixed in the current version"? I couldn't find any entry in the upstream changelog which sounds similar enough to what you reported. Additionally the only code which changed in htmlquoted() seems to handle no or empty arguments.
