Tuxsage's instructions at
http://techinterplay.com/fix-toshiba-battery-issue-linux.html
work well. I upgraded my memory and I would have to repeat the process.
However, there is now an upstream patch that solves it
https://bugzilla.kernel.org/show_bug.cgi?id=15707
https://bugzilla.kernel.org/attachment.cgi?id=87901

I applied the patch by hand (the patch command didn't work the first time,
probably didn't do it correctly) and compiled the ubuntu kernel using the
instructions at
http://www.howtogeek.com/howto/ubuntu/how-to-customize-your-ubuntu-kernel/

It works well.
