This is probably not an issue with plymouth itself.  When it hangs for
you on shutdown, could you hit 'Esc' to expose the console, and take a
screenshot of the last messages there?

Based on other bug reports, it does sound like there's a regression in
shutdown hangs in 13.04, but we haven't yet been able to trace it back
to a cause.
