I don't think there's any problem with private-ppa.launchpad.net. I'd
say that the problem is rather with apt's HTTPS transport, which
renegotiates an SSL connection for every single request, which is
particularly a problem since apt won't make multiple concurrent requests
to a single host (bug #275994). A tcpdump should confirm that most of
the time is spent in SSL handshakes.
