Works in Kernel 3.8.0-20-generic. 16 brightness steps are available again. On a different note: I don't recall changing the brightness being so laggy. The onscreen notification updates with about 0.5 seconds delay in Gnome-Shell (3.8.1-0ubuntu1~raring1.2) and the brightness slider in the settings dialog is also very laggy.
