On May 3rd i couldn't shut down or suspend as described above. I tried several 
cold boots on the day.
Today -- 8 May -- I no longer experience these issues. Suspend and resume as 
well as shut down appear
to work as expected. Unfortunately this means I can no longer reproduce the 
problem and can't use
my system to test the upstream kernel as you suggest.

What the hell changed? I apologise for raising a bug that I am no longer
able to reproduce myself.
