This driver has a malfunction in AP mode as it just does not send any packages.
This Bug is known since at least January 2012:

A driver without this Bug is for instance (and all newer versions):

rtl_92ce_92se_92de_8723ae_linux_mac80211_0006.0514.2012

and the module:

It is a great hassle to rebuild drivers from the vendor source after
every minor kernel-update just because ubuntu still ships this 2 year
old broken driver. Please for the sake of usability and wide audience
appeal: include a working driver in the distribution.
