Public bug reported:

Adjust the volume to 200% and play a file with vlc to the end or just stop
after a few seconds. Do not close the vlc window and play the same or a second
file with another instance of vlc. You will find now that there is a difference
between the actual volume and what the volume slider shows. When touching the
volume slider the actual volume is correct to the value visualized.
This bug is not connected to th update to 13.04, Yesterday but was already
there with 12.10.
