Public bug reported:

In Ubuntu 12.10 and earlier, scrolling with the cursor over the Launcher
allowed to move the column of icons and reach those below the bottom
edge of the screen. It was especially useful on smaller screens (like my
13.3" laptop) with multiple apps in the Launcher (running or pinned).

Now, scrolling with the cursor over the Launcher does nothing. Except
when precisely over the icon which is associated with more than one
window (two or more windows of the same application) in the same virtual
desktop when it allows to switch between those windows.

Is there a switch/setting to change this behaviour?
