13.10 still has graphviz at v2.26.3, which was released in 2010.

graphviz has an up to date PPA, but it's highest ubuntu version supported is 
12.04.
trying to manually install it is a PITA, due to dependency issues.

I really would like to have at least 2.30 for it's new features.  (the
latest stable version is 2.30.1, and it has daily builds as well)

In my opinion, graphviz should be like firefox & chrome - no matter what
version of ubuntu you have, you have the latest firefox.  I forget the
name of this category.
