Tested on Windows XP, Inkscape trunk revision 12276. New empty documents show maximized, and de-maximizing resizes the window to the previous default size.
<opinion> For testing purpose, I often need to open Inkscape and a command line in the same screen, and thus having it maximized is not very convenient for me.
