This is because you are using the 2.6.20-16-386 kernel. The -386 kernel deliberately does not support multiple cores, since some of the drivers included are not safe on multiple cores. You should be using the -generic kernel, which does support multiple cores. Install the "linux- generic" package in synaptic, apt-get, or your package manager of choice.
