Public bug reported: I have Ubuntu 12.04 on a bit old machine, and one day after an update from 3.2.0.38 to 3.2.0.39 it didn't boot (black screen). The last string of text it shows in recovery mode is something like this, and then it hangs:
0.205082] pci 0000:00:1d.7: PCI-APIC IRQ transform INT D - IRQ23 I could boot to 3.2.0.38, if I choose it in GRUB loader, though. I tried different options I googled (nomodeset acpi=off noapic), tried different settings in BIOS, nothing helps. Then (foolishly) I upgraded to 12.10, it didn't boot to 3.5 kernel, and booting to 3.2.0.38 gives unusable computer (too slow, constant bugs pop-ups). What I ended was formatting of root partition, fresh install of Xubuntu 12.04.2 (3.2.0.37 kernel), reboot - everything OK. Then update to 3.2.0.39 - black screen. So this bug is kind of confirmed after fresh installation. Now I installed fresh 12.04.2 and intend to keep it at 3.2.0.37, as it is. Any technical details I'll provide if needed, though i'd rather not install 3.2.0.39 again - this computer has some role in production environment.
