I installed

http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.9-rc4-raring/linux-
image-3.9.0-030900rc4-generic_3.9.0-030900rc4.201303232035_amd64.deb

(inc. the extras package), rebooted the machine, but it no longer seemed
to think it even had a wifi capability. The wifi light on the laptop was
not even on (in the problem case that I opened thebug with, the light
would be on, and the computer would start to try to connect, but it
would not succeed). I tried a reboot, but still, no light; no
connection.

I've tagged this kernel-unable-to-test-upstream because I think the test
is inconclusive.
