I believe I accomplished what you asked (I'm just a little out of my 
depth on this).

The output of uname -a:

Linux russianridge 3.9.0-030900rc3-generic #201303171935 SMP Sun Mar 17 
23:36:17 UTC 2013 x86_64 x86_64 x86_64 GNU/Linux

which seems to indicate that I have the new kernel.

The behavior remains as before.  The system partially shuts down (one of 
two monitors is switched off, the other goes dark) but the system 
resumes about a minute later without fully suspending.

Not being a developer, I find it surprising that something like suspend, 
which seems to be mature, can misbehave in one release, work in the 
next, and fail again part way through the release cycle of the upcoming 
distro.  This is not a complaint nor a request for an explanation.  And 
I really appreciate all the work the developers do to make Linux a great 
OS.  I felt a burden lifted when I switched from MS to Linux.
