dapper amd64 with all updates

If jobs are executing on the "=" job queue when the system crashes, then
following the reboot the command "atq" reports them as still running,
even though the processes no longer exist.

Reproduce by:

1. Placing jobs on the batch queue and letting them start.  
2. Crash the system (e.g., kill the power)
3. Following reboot, run the "atq" command: the jobs will still be listed as 
executing
