Well, I mean, it was added because it wasn't building on armel:

version prior to target being added -

version after target was added - 
https://launchpad.net/ubuntu/+source/cdrdao/1:1.2.2-18ubuntu3

Note that it fails to build on armel for the first one but then builds
successfully on armel in the second one. I forgot to mention as well
that raring no longer builds for armel (and just armhf), and I'm not
sure if this change is even relevant for armhf.
