After the fresh install, with the Ubuntu theme and COMPRESS_OFFLINE = False, horizon login works. Disable Ubuntu theme, restart apache and memcached services. Default OpenStack theme login works. Change back to Ubuntu theme, restart apache2 and memcached service, horizon fails with 500 Internal server error.
