Public bug reported:

Ubuntu 12.10 is still using the 2012e release of tzdata, which does
doesn't reflect the latest changes to Chilean Daylight Saving Time:

As a result, the time for Chile is wrong by one hour, as of today.

Updating to the 2013a release:

... ought to fix it.
