Ran "ifconfig wlan0 up" in a VT (instead of in a GUI terminal emulator),
and came across the following debug information before the SIOCSIFFLAGS
case in the title:

[     757.476021] phy0 -> rt2800_wait_wpdma_ready: Error -- WPDMA TX/RX busy
[0x00000062]
[     757.076020] phy0 -> rt2800_wait_wpdma_ready: Error -- WPDMA TX/RX busy
[0x00000062]
[     759.076090] phy0 -> rt2800pci_set_device_dtate: Error -- Device failed to
enter state 4 (-5)

There's just one problem, as ifconfig -a points out: Both the TX and RX
bytes are listed at 0 and 0, so something's a little fishy here.
