I don't know that it needs reopening; however its pretty hard to get
anyone that is not running the development version of Ubuntu to test
that a bug is still valid - or that their bug has been fixed - if we
cannot provide a means to perform the test without destabilising their
work environment.

Perhaps this should be a spec for UDS.
