Confirming on 12.10. External keyboard is not detected at all on boot if it is plugged in and switched on. Most of the times it is detected if it is plugged in and switched on only when login prompt is visible. Sometimes to get it detected it is required to turn it off, unplug, plug back in, turn on and possibly some magic words - then it starts to always work.
