  This is not so much a bug as a design fault but a fairly annoying one
  and one that was present for 11.04 and now 11.10 as well.

  But then the installer stupidly assumes you are using a standard US English 
keyboard. I am not. I am using a Spanish keyboard because my laptop was not 
bought in the US.

  Then to rub salt in the wound the page letting you select keyboard is at
  the end of the installer.
  
  I don't know who designed the order of the pages but they need to learn
  that keyboard selection needs to follow language.
