I have the same issue with a fresh update to the 13.04 (Raring Ringtail) alpha 2 from 2013-02-20.
It obviously affects the next version with the 3.8.0 kernel as well. After I inserted a "sleep 1" line in /etc/init/lightdm.conf after line 36 (as the first line of the main script code), the problem went away.
