Strange. I believe the file /etc/xdg/xfce4/xfconf/xfce-perchannel- xml/xfce4-keyboard-shortcuts.xml is the default content for .config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml, and should be copied to it when "Reset to defaults" is executed in the XFCE settings application.
However, /etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard- shortcuts.xml does NOT contain entries for both ALT-F7 and ALT-F10 being set to maximize_window_key (it just has an entry for ALT-F10), yet "Reset to defaults" DOES recreate this issue in the user's .config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml.
