Sorry for re-commenting :)

There is an easy solution: don't enable Text direction (RTL|LTR) buttons
on the toolbar if CTL support isn't enabled, when users don't find those
buttons, they will try to add them to the toolbar, and when they
activate them, we simple ask the user if he want to active CTL support
in order to add this buttons to the toolbar
