The TB doesn't need to get involved if the current package is literally
unusable *and* if the SRU team is willing to let it in.  You only need
the TB if we put our foot down and point at the rules.  Stefan and I
talked about this a few months and it seemed vaguely sane back then, but
we should probably have that conversation again to refresh both our
memories before anything gets uploaded.
