Public bug reported:

/etc/init.d/bind9.dpkg-dist file is left over after quantal to raring
server upgrades. This occurs during both amd64 and i386 upgrades with
server tasks.

The upgrade is done with the following server tasks installed,
dns-server^
lamp-server^
mail-server^
openssh-server^

print-server^

Steps: ( These tests are automated, but a sequence is what the test is
doing is given below)

1. Create a quantal base image using ubuntu-vm-builder, with any architecture,
and openssh-server as an additional package
2. Bootstrap it to the quantal ubuntu-standard image
3. Install the above server tasks
4. Use do-release-upgrade -c -d to do the upgrade to Raring
