Is there any reason *not* to include the workaround in comment 8, by
default, in Software Center?  It seems like that config shouldn't break
anything, if I understand correctly, and it would prevent issues which
come up when proxies are installed...  If that is correct, it seems like
an easy and obvious improvement.
