I had this same issue. Installed with Wubi, couldn't install ia32-libs. Doridians response https://bugs.launchpad.net/ubuntu/+source/ia32-libs/+bug/1016294/comments/27 was a perfect solution for me as well, ia32-libs is currently installing.
