Kevin O'Gorman, using
https://help.libreoffice.org/Writer/Table_2#Options as a reference,
consider when one clicks Table -> Insert -> Table -> under Size -> combo
box Rows Y . Then under Options -> the combo box The First X rows.  The
value for X may anything = Y - 1, as having a table of just Headings
makes no sense. Hence, keeping the default value for Y as 2, X would
only be able to be 1.
