Public bug reported: 1) cd into a locale folder (eg, tw_utf). 2) run "perl locales.pl -a" 3) find a missing entry (e.g., "Align") in any .missing file (eg, gl.missing). 4) try to find that in the "all" file. It is not be there. 5) if we add that entry to "all" and run locales.pl again, then the entry will get used and will no longer be the .missing file.
