This is not a simple fix and requires substantial engineering.  It is,
however, specced out and in progress:

Now, you could argue that we should not have attempted multiarch at all
until multiarch cross was ready, but if that were the case we still
wouldn't have 64 bit wine today.  More broadly, making Wine building
slightly more difficult on 64-bit systems seems to be just about the
only visible downside to the multiarch transition.
